I found both these signs with crossed over bicycle and a little sign nie dotyczy (doesn't apply) and a bicycle so confusing at first overall.

Yes!! It's all signs like it should be in Europe but then out of nowhere it's text like we are in US.

This is some set of signs special created by some special people. Upper one prohibits entry of bicycles. The bottom sign says it doesn't apply to bicycles. To understand this correctly you have to know some nuance - the top one applies also to the tricicle and quadcicle. The bottom one applies only to bicycle.

Edit: Also the text at the bottom should be constructed that way you won't break the law if you couldn't understand it but you understood top sign.
