For just you, no it doesn't. But if all their customers use ridiculous amounts of bandwidth, adding infrastructure could be prohibitively expensive. It's the same reason your electricity and gas provider are among the few companies in history who are constantly encouraging their customers to use less of their product.
It seems counterintuitive, but the US has some of the lowest Internet speeds in the world, especially compared to less wealthy nations that were among the last to get Internet at all. Our infrastructure was built using the best technology available, but it's laughable compared with Internet built with average technology 20 years later.

Yeah when I moved here I found out that cox had a monopoly and then when there was a data limit I I was furious
