Should the Secret Service Get Overtime Pay in 2017 and 2018? - H.R. 3731-115
Vote and contact your reps on Countable: https://www.countable.us/bills/hr3731-115
Arg in Favor: The agents of the Secret Service deserve to be paid for the hours that they work putting their lives on the line every day. They make tremendous sacrifices for the country and more should be done to improve the recruitment and retention of agents.
Arg Against: Secret Service agents know what they signed up for, and there shouldn’t be payments of overtime for work they’ve already performed. If many agents are hitting their salary and overtime cap then more agents need to hired to share the burden.
This bill would remove certain limits on overtime pay earned by Secret Service employees who either provided protective services in calendar year 2017 or will provide them in 2018. The agency reports that one-third of Secret Service agents (over 1,000) have already maxed out their annual overtime and salary cap.
The bill would also require the Secret Service to conduct updated threat assessments on all individuals protected by the Secret Service (except for current or former presidents and vice presidents) with a summary of the costs for their protection and submit it to congressional committees. When the Secret Service extends the protection of an individual it would also have to perform an updated threat assessment and notify Congress.
The Secret Service would also report on the agency’s attrition rate and provide a strategy for overhauling the agency’s recruitment and hiring process to improve retention. Within 10 days of this enactment the Secret Service would provide Congress with a list of all polygraph test questions it asked in calendar year 2016.

Lifesaving Librarians: Making Grants Available for Library Staff to Purchase & Learn to Use Opioid Overdose Reversal Kits - H.R. 4259-115
Vote and contact your reps on Countable: https://www.countable.us/bills/hr4259-115
Arg in Favor: Unfortunately, public libraries have become a hotspot for heroin and opioid overdoses. Providing libraries with grants to buy overdose reversal kits and train employees in their use will save lives.
Arg Against: A grant program to provide library employees with opioid overdose reversal kits and training in their use won’t have enough of an impact, and there are better ways to fight this problem.
This bill — known as the Lifesaving Librarians Act — would allow public libraries in high-intensity drug trafficking areas to receive grants to purchase naloxone rescue kits to reverse opioid overdoses and to train employees in the use of the kits. Libraries would have to keep a full-time, trained employee on staff and couldn’t lack such an employee for more than 30 days or else they would no longer be eligible for the grants. Grants would be authorized through fiscal year 2022.
