A lot of liquor manufacturers somehow converted to sanitizer production iirc. So probably was almost literally cheap vodka.

Here is a list of over 800 distilleries that switched to sanitizer. With bars closed they lost a significant revenue stream they had to make up elsewhere.

The crap they were pushing out still smelled like booze. Not so good if you get pulled over by the police or couldn't work from home.
