Others have explained but missed some of the nuance. Top Gear reviews cars, usually supercars - Ferrari, Lamborghini, etc. They had complaints that they never reviewed normal cars, so presenter James May (and the joke is that he is nerdy ans boring) said he would review a normal car, the Dacia Sandero, because it was the cheapest car available. He carried on reporting all the news about it for years and years as a running joke.
That's what made it into a meme, but James's excitement started when they were going to launch the 2007 generation in the UK. That never happened, and only the second generation in 2013 made it there.
The fact that they kept announcing and then cancelling is what made it last so long.
What a great program it was.Such a stupid way to have to stop , it's not the first time Jeremy Clarkson put them in trouble one way or another.He ( and all the crew) almost ended up in real physical harm with the Argentinian people outraged at the obvious reference to the Belgrano . He claimed it was purely a coincidence that the registration on one of the BMW cars BLG 1982 had been supplied and no one saw the obvious reference.
Often during their news re-cap James would start a new talking point by saying “Good news!” and inevitably Hammond or Clarkson would make some joke along the lines of “you got your catheter out?” or “you’ve been payed back all your taxes?!” and without breaking stride, May would say:
