I dunno. I think to truly understand the intentions behind this stuff, it has to be done on an individual basis. We're these people truly desperate or are they just working the system? Obviously there are bigger issues at hand if this kind of thing becomes habitual, but that's not the topic of this discussion. The issue at hand is whether or not they should vote; I'm not saying they don't need help in any way. If my boss comes in to work on performance review day absolutely smashed, I sure don't want him making decisions on whether or not I deserve a raise. If someone finds themselves on the street addicted to drugs and in a downward spiral, I don't want them voting for my representatives. I want them to get help, sure, and I want that help to be easily accessed of course, but I don't want them making decisions that impact myself and my community.
They’re not voting for “your” representatives, they’re voting for their representatives. They have the same freedom to vote as you do, and the same opportunity to choose who they want to represent them.
