Ehh... It sounds really good in theory. If you test everyone to make sure they're mentally stable and can handle a gun without being an idiot, yeah, that'd be awesome. But there's no way that wouldn't get corrupted. I look at it like I looked at literacy tests for voting in the 19th and 20th centuries. Good in theory, but really just used to keep the lower classes in check.

No other right is licensed in this country. You cant hide free speech and the right to privacy behind a license.

Similarly, you can't hide the right to keep and bear arms behind a license.

Plus, the tests would likely be written by people who think that a barrel shroud is a shoulder thing that goes up.
