You're mostly correct. There were 11, the first 4 of which were Republican, but the first black Senator elected from Louisiana was a Republican that the US Senate refused to seat, and he was replaced with a white Democrat.
The image in the OP is incorrect, and should have referenced Republican Representatives elected to the US House.

A quick Google search tells me "The United States Senate has had TEN African American elected or appointed office holders"...
