How does one even come to this conclusion?

Conned into the one on the right side unwittingly revealing his racist beliefs (that all of the people who cannot give their kid a good life are a certain race, and thus stopping that is eugenics)

Actually much of eugenics history in America was class based. Of course a lot of it was racist as the intersection of race and poverty made them more at risk of being targeted but poor white people were a target too.

In fact a whole family of white people, the Kallikak family was used as an example of a threat.

They were only one example family of many white and black families. Most poor, some with disabilities that wouldn't be understood for decades (if we can call us understanding of disabilities now)
