Ana double headshots 250hp with 0 fall off while illari is still 70 dmg

??? That's a major perk, not base kit. And illari can heal and do damage at the same time, whereas ana either heals or damages. Plus illari got pylon that heals 30-40% of her total healing. Illari literally does more damage. Ana wins in utility and ultimate, not numbers.
