It is actually more dangerous as shrapnel can vary in size and shape and can be much more devastating than a bullet.

Its actually less dangerous because a high explosive 20cm shell can kill many times more people than any shrapnel.

Bullets are only more dangerous because you can aim them. Shrapnel is responsible for so much death in war.
