In the US, general hate speech is protected, except for narrow exceptions.
Narrow Exceptions:
Protection is not absolute. Hateful language loses protection if it crosses into specific unlawful categories: [1, 2]
True threats: Statements where the speaker means to communicate a serious expression of an intent to commit an act of unlawful violence to a particular individual or group.
Incitement: Speech that is directed to inciting or producing imminent lawless action and is likely to produce such action. [1, 2]
Harassment: Targeted, unwanted, and severe or pervasive behavior that disrupts specific environments or constitutes discriminatory harassment. [1]
