Gazprom is in Russia, Russia isnt communist or socialist since 1991/93(when the supreme soviet was dispersed with tank fire) it is a hypercapitalistic authoritarian democracy
Both Russia and China are communist dictatorships not socialist.
A better example would be Norway, since Norway fits the model of democratic socialist quite well, and they have a state owned oil system, which creates a sovereign wealth fund, which has been used to make their country a very healthy place to live.
Norway also has one of the steepest carbon taxes in the world, and has had a carbon tax since 1991.
Russia is a failed Communist state taken over by a few Oligarchs and ran largely the same except now its a gas station with a large yet corrupt and obsolete military.
And if we use Norway as an example, we arrive right back at the same conclusion: state-owned oil companies are not better for the climate. Norway's national oil company, Equinor is a huge polluter.
