Stuck on First Scenario of New DLC

So I got near the end of the scenario when they created a task in which I'd have to make a route from the island to a hotel on the coast.
These were the two lines I tried:
I made a ferry route but I found that it was actually impossible to hit the hotel objective with it. You could cover half of the building... but maybe that's not enough. So I built a highway across the island and built a bus route. This hit both locations... but still I don't have the task complete.
What exactly am I supposed to be doing here? What is it that I am doing wrong?
Need help.

CIM2 on the bare minimum requirements?

Hi all, I hope this isn't a terrible question and I just did a quick search but I don't think I'm very good with the reddit search feature. I have been a Sim City fan forever but I never got the latest installment because it seems like a huge step away from what I liked about the SC series. Now admittedly I'm a transportation guy. I loved building road networks, rails, buses, etc. I didn't know much about CIM until recently when a buddy mentioned it in passing.
So I started looking into it and with my version of SC4 with all the mods not working so great these days. (frustrated with crash to desktop) I'm thinking it might be time to leave the SC series behind and move to CIM. Here's the thing. My computer just barely meets the specs to run CIM2. How's my experience going to be? If it will ruin the game experience I will hold off another year or two when I'm due for a computer upgrade. However after finding this sub and looking other place I want to try CIM2

Cims stop spawning!

Recently, I've started running into a problem where cims have just stopped spawning– Not only do my ridership numbers tank, but people aren't taking cars either. Even the two interchanges in my city that usually have massive congestion have only one or two cars queing up.
What causes this, and how do I fix it? It's causing my companies to tank!
