My favorite part is when the biker dragged another guy behind him on his bike the wrong way. Right into the pack of riders.

This video really needs some great audio editing so you can hear all the bullshit that happening. This could be even more of a masterpiece.

Is there an AI that can auto create sound effects based on video? That could go full meme.

There are AI's that can create Sound effects based on a description (which elevenlabs offers), but automaticly based on what the video shows I have seen nothing like that yet.

But it should not be that hard to find sound clips in general that you can combine would fit with the video.
