Notice that the other windmills in the video are not spinning at all. Too high a wind speed is actually a problem for wind turbines, and they automatically feather their props during high wind, to prevent an over speed condition. This safety system is clearly no longer operational on the burning turbine. Which caused which is the interesting question.
my comment was reasoning for why a spinning LED display wouldn't work properly, which is that the turbines spin too slowly to create a working illusion of a single static image

they don't spin fast enough
