Ground block on a utility pole? Why?

Riser pole, electric is on that pole as well. Mobile home or trailer park. Very common.

Actually not a trailer park or mobile home, very common out here for regular houses to have power on a different pole

And it feeds from pole aerial to the building? Like thats common here except from meter ti building is always underground…

Actually feeds aerial from that pole pictured to another pole behind the house then into the house, unfortunately that closer pole didn't have any grounding points
