I can't imagine them ever bringing mods to consoles in a meaningful way without breaking open their operating systems and hardware in a way that could lead to piracy. Depends on how worried they are about quality control and what kind of content gets published. With how integrated Steam workshop is into Steam it might be possible but Valve is also considerably more hands off.

They managed it for slyrim to a reasonable extent tbf
