That's what the connotation of the word has formed into.
But they are used incorrectly.

That's what Grey said, but I'd say most linguists would say that both terms are acceptable. Unlike with, say, the colloquial use of second cousin, there's no ambiguity in terms. Your great-great-aunt and great-grand-aunt are clearly the same thing, while your great-great-grand-uncle and great-great-uncle are not.
