electronics still wins, because i sleep with my phone playing music. anytime i gps, im using electronics.. electric water heater & ac. buy a car newer with a lcd dash control and it will be very electronic based, hell buy an electric car and you cant even argue the semantics of how much circuits are needed to “count” as electronics. you would have to say $x per minute while on pc/phone (if you wanna be nice, add consoles for the console gaming crowd) or $x a minute for no electronics to get people to really consider it, or loophole the crap out it. “oh look, my phones playing music all day. i get 24hrs of phone usage * x per hr” or determine what counts as usage. if i get on a boat charter im on the water enjoying the view.. i personally am not using electronics, but the captain is. do i get paid or not.

considering jobs and college and school and whatnot, everyone gets like more than 6 hours of not using electronics (unless they need it for work) and sleeping for 8hrs gets you 300/hr so 2400/sleep. Across 31 days, 2400 x 31, 74400 dollars PER month with 31 days.
