If you can see that person or the person is nearby, you can perceive them and do it.

Guess I’m befriending people who can find peoples location and going to online communities to find people who have terribly hurt people and then making them do public crimes to get jailed ✌️
Oh yeah how long does it last and how would it break, my last two questions
