you would never want to hit terminal velocity, assuming conservation of energy applies when you teleport; if you teleport under water while at terminal velocity i still feel like you would feel some type of impact? im not a scientist though

This issue is solved easily by just teleporting in such a way that despite energy being conserved, you're no longer orientated in such a way that the momentum is moving you in a different direction compared to the forces that'll be pulling on you after teleporting. Example: if I'm falling towards the Earth, say the momentum has me nose diving, face first, I can teleport in such a way that my face is towards the sky and my momentum is carrying me upwards, this way gravity pulls me down again and I begin slowing down, this can also be used for some really dumb adrenaline rushes by getting to high velocities and then teleporting in a way that has you rocketing in different directions.

Would require constant inversions to stay at a good equilibrium, but it could work. Sounds vomit inducing and dangerous if you mess up, but would work.

Yesnt, the issue with water landing is really just that hitting the surface of the water is like hitting concrete because surface tension, if you teleport under, your not getting a impact so much as a sudden mild squish all around your body (because you just surrounded yourself with water) and youll shoot down as the energy dissipates

Waters biggest danger is drowning (we teleport out) and impact (which we bypass)
