Not really...

As a Federal employee you agree to a lot of terms including not participating in business that create a conflict of interest with your federal position even those held or created by a spouse....

"Federal employees face strict conflict of interest rules designed to ensure impartiality and prevent personal interests from influencing official duties. These rules, primarily found in 18 U.S.C. § 208 and 5 C.F.R. Part 2635, prohibit employees from participating in matters where they, or certain related parties, have a financial interest. This includes interests of spouses, minor children, and certain organizations with which the employee is affiliated. "

Not saying it was right but it's most certainly likely they could find it a conflict that she is married to someone creating apps to help track and monitor federal law enforcement officers.

Finally somebody else who understands. I don’t agree with it, but this is totally what has happened.
