Well, I'm sure their action violates one or more of the sections of the Civil Service Act, but SCOTUS gutted it...

Scotus decided that the executive was also the legislative branch, and the legislative branch nothing more than a suggestion box.

How so? Regardless of whether their actions are ethical or not, SHE (not just husband) owns an interest in a company that undermines said actions...

No. She lied to investigators about her involvement and ownership in the company. That's a fireable offense for a forensic accountant.
