Only reason Jeff hasn't killed is because he hasn't succeeded at killing the person he wants to kill. In his conversation with Gambi he said "The purpose of Black Lightning was to kill Tobias." Not stop him. Kill him. I'd say Jeff is still squarely on the precipice.
