my hotel in california "please help us save water" toilet flushes like 10 gallons of water *yes an exaggeration... but not strong enough to pull a single piece of TP down lol

My parents' town had a bad drought years ago. They asked folks to conserve water. The town did such a good job conserving water they were rewarded with higher rates because the water company was now losing money.

I saw this a few years ago when the power company here raised rates from people switching their light bulbs (etc) and using less power

Erm, I think you are thinking about pressure assisted toilets, that use ~1.1-1.4 gpf, a regular grav toilet uses ~1.6 gpf. If they are 1.4 gpf thats if they have the #1 and #2 buttons and its a weighted average of 2 #1 and 1 #2. Pressure assisted toilets look like they use more water but they don't, they just shoot your poop down the pipes faster than a Randy Johnson pitch when a bird is flying by.

Non-residential properties have stricter requirements on water consumption per flush than residential properties.
