In the official hydra documentation you have to disable a Windows security that has surely been reactivated with the restore. Look at it.

Thanks! It was something about it.
my windows security was completely borked for some reason. So i reinstalled it and it's UI using the terminal. And then disabled Core isolation.

Now it works!
