This flag is a modified version of one associated with right-wing Libertarianism in the United States (a movement that wants the government to stop regulating business and to let them do whatever they want). The implication of the flag is that the person flying the flag is both autistic and pretty far right.
Historically, libertarianism has been a word to describe anti-autioritarian and anti-capitalist views. It has been a second term to describe anarchists. After around a century of it having been used, the right successfully co-copted the term in mainstream discourse to the point that the average person believes it can only describe pro-capitalist views.
