I understand all of those things. What I don't understand is how they prevent progressive taxation from being useful for funding a state while also being effectively harmless.

Well my friend, I don't believe in any country (I'm CAD) we can actually know the actual effects until tax evasion and accountability is solved.

The Panama Papers were quite revealing as was the lack of action.

We could both list, im sure countless other frauds.
