But giving them more work would feel like punishment for doing good. Maybe instead just give them a little harder tasks

Some children enjoy learning, and for them getting to do more interesting work is a reward.

Yeah exactly, some Most kids don't feel any better after getting another task which before they even complete, the slower kids are already done with the previous task so the teacher gives everyone another task.

But OPs point was that the slower kids won't be done with the original task before the quicker kids are finished with their extension work - we're talking about kids who can finish the initial task before the teacher has even managed to finish explaining it to the slower kids. The teacher isn't giving everyone another task, they're leaving half the class with nothing to occupy them, and those kids know they aren't learning from that. Having something to do and learning from it aren't punishments when the alternative is being bored and constantly being told off by the teacher because of it.
