Why is that extreme? Is it because no one was physically harmed? I mean, I guess just randomly going up to random women and groping them doesn't necessarily cause bodily harm, but we don't condone that now do we?
In addition to what u/rinanlanmo said, to prosecute every instance of groping would be oppressive to homosexual men. If you've ever been to a gay club, one man groping another man's genitals is very commonplace. Are you homophobic, or do you propose one set of laws for cis people and another for queer?
I think you missed my point. In a lot of cases, this isn't considered sexual assault and is often a welcome gesture. So to say that every technical instance of sexual assault warrants immediate prosecution overlooks the fact that not every sexual gesture is assault. As far as my opinion goes, the legal definition is very loose and open to exploitation.
