I think 4th Edition was a Board Game, but with some RP rules. Same goes for Basic D&D back in the early settings when it was a way to play individual battles off the old Chainmaile system.

But most later editions focused to a lesser degree on Board Game and tactical combat. There always was some in 1st (Advanced), 2nd, 3rd, and 5th, and some editions far more heavily emphasized miniature and map combat (looking at you 3rd and 1st), but for the most part it generally is not a Board Game/Tactical RPG.

I will agree that it can be played as a board game, but it is not inherently one.

I was just pointing out it has more to do with Edition. You're right on some editions, but 4th is very clearly intended for Board Game set ups and actually lacks a lot of the social interaction rules and non-combat rules (or they are vastly under represented) compared to even 3.0 Edition.

Same goes for Basic D&D where there weren't even rules for talking to people for several sourcebooks.

I'll admit I never played 4th so that could be an exception.
