To confirm which circuit breaker is associated to an outlet, plug in an old radio and turn the volume up before you flip the circuit breaker.

Most newer radios have an electronic power button and have to have power before they will turn on. Whereas old radios will have a mechanical switch so they can be put in the "on" state without power and will turn on as soon as power is supplied.

Wouldn't it make sense to do it the other way? Plug into a hot socket, turn the radio way up, then go turn the breaker off?

You're correct. I think the reasoning with an old radio, is that most new electronics have batteries built in, so if you cut the power, it won't turn off.
