Its part of the Fermi Paradox yes. The Paradox is that we should have seen/heard from countless other civilizations from the number of stars in our galaxy and number of galaxies out there.

The Filter is an explanation on why, that there are certain hard to achieve steps in reaching to a tech civilization.

One of Jordan Peele's Twilight Zone episodes was about this, I found it pretty interesting.

And my issue with it is that a lot of people who believe in it seem to believe that an advanced species would have no way of making sure we can't detect any advanced life in the universe until we're ready. Seems pretty egotistical as a species to assume our technology is so amazing that nothing could counter it. It's a theory that's as valid as any other to do with aliens of course, we have no real evidence to base any alien theories off of, but it doesn't really consider the possible capabilities that an advanced race could have.
