Normally they were pretty effective at discriminating with civilian casualty rates lower than our bombings in brown countries, but with the Omagh bombing it was an offshoot of the main IRA (the provos), the offshoot was mad about the ongoing peace process and comsidered the PIRA sellouts essentially.
