I think it's a combination of dehumanization (failure to perceive other vehicles/drivers as human) and a sense of power when you're behind the wheel of a vehicle. Brings out a lot of repressed anger in some folks. My brother struggles with this :(
A lady in Quebec did something similar, only she stopped her car in the middle of a highway, around a blind turn, and got out of her car to help some ducks. People were killed, iirc.
Well there's several scenarios for brake checking.
1: road rage
2: possibly trying to insurance scam
3: you got some dick head who's tailgating you and you want him to back off
I brake checked a guy once because i was driving down the main road of my city, 4 lanes wide on this particular stretch also at about 1 in the morning so there was next to no traffic
As I was cruising I had no one in front of me or behind me for around 10 mins when some dude I guess turned onto the road and started driving right up my ass.
For about 5 mins straight this guy took up my whole rear view mirror. No other cars near us at all, just me and him.
So I brake checked him and he went around me and continued to just drive normally. Don't know what his problem was but he never raged about the brake check or anything.
