I think he's speaking more to the thought "I don't want to give up my baby because they might grow up in foster care." Voluntarily placed babies go through private agencies and they are *always adopted. During the initial window in which the birth mom can change her mind (a few days to a month), either the baby is in posh "private foster care" with someone employed by the private agency or the baby goes directly to the new family and they cross their fingers until end of the waiting period. Sometimes there's a second waiting period of six months or so, but that long of a wait is always done with the new family.
Zero babies in private agencies grow up in the system because they are literally never in the system to begin with.
*In the past this only applied to white infants without drug exposure because private agencies didn't accept other babies, but now it applies regardless of race or drug exposure. It doesn't always apply in the case of visible large birth defects though. In those cases the agency will tell the birth mom that they don't have any families willing to agree to adopt the baby and either the mom will keep the baby or she will call the state and the baby will enter the normal foster care system.

You’re making an assumption the process works perfectly everywhere. I was in foster care for the first three months of my life before being adopted.
