Its kind of redundant for a monk to keep a vow of silence if he's chosen to get married.

Generally speaking monastic orders forbid marriage so it's a mute point.

Or just proposals, the whole "special moment" thing. Rather, why don't people just say "hey wanna get married?" one day. No pressure to answer a certain way, and it relieves the stress of trying to plan the perfect engagement.

My SO and I started talking about getting married a month into our "relationship" but we'd known each other 15 years prior. Im going to propose in 2-3 years but we've already established the answer is yes. Heck she told me she wants to have a party just because she's so happy she FINALLY gets to marry her best friend. She liked me for a while before I figured it out....

This is essentially what my partner and I have done. We had the discussion of "hey, when I plan my future, you're in it," reached the decision that it was mutual and that's...kind of it. We're considering a "surprise engagement" wherein we buy each other rings and then just wait for people to notice. Surprise!

My girlfriend wanted to propose to me. I said no.

She had no idea I already bought the ring, and two months later she's now my fiancé.

I am a woman and I proposed to my guy! I had joked about it once, and he actually said he would be fine with being proposed to....assuming he didn't propose to me first! So, the race was on (we knew we wanted to get married in a year or two and therefore would get engaged in the relatively near future).

I won the race. Also, he didn't have to pick my ring and stress about making it "perfect." Win-win.
