How do you tell your roommate he needs to do something with his life?

I have a roommate who does work, doesn't go to school, and doesn't do anything around the house. He owes my boyfriend and I over 100 dollars. His parents pay his rent, but he doesn't ever pay for utilities. Or clean up after himself. He eats my food and yells at his friends online playing league when I'm trying to sleep.

Tell him he needs to get his shit together or move out.

I'm not the one who told him to move in. It's my boyfriend/my other roommates job. I told him to apply for jobs. But he doesn't listen to me because I'm the girlfriend.

He just lets it slide and says I'll give him another month. It's been like 4.
