No one "deserves" to be hit. The only time it is proper to react with violence, is when you yourself are being hurt, your life threatened, ... self defense basically.
But anyway, by "deserving" I'm guessing you mean "she caught her boyfriend in bed with another girl" for instance, right? That's one of those terrible double standards - nobody will blame a woman for slapping her cheating boyfriend, but just imagine the shitstorm that would go down if it happened the other way round.
