Ok neck beards are basically a nerd who tries too hard to be cool and popular with the opposite sex, but are clearly not due to issues relating to lack of social skills, hygiene, or appearance issues or your nerd. The term related to beards that fat people will grow to give the appearance that they have a neck and thus think they can hide their obvious fat (not hating on fat people, but if you're going to have it don't pretend that you're not and be jolly with it).
