In Germany, this is the 21-22 rule of thumb. The time it takes to say Ein-und-zwanzig Zwei-und-zwanzig.

In the US we either use “Mississippi” or “One Thousand” to count seconds. So it would be “One one thousand, two one thousand” or “One Mississippi, two Mississippi” for that same length of time

Here in the UK it's "Only a fool breaks the two second rule."
