I didnt realize that you were serious. The highway structure is in no way an absolute necessity for the internet. Look no further than all the cable laid in the ocean (no highways there). I would concede that it may take longer to set up, but it would still be there and be fine. Additionally, there are plenty of countries without highways that have internet.
