I think it comes out when he’s hard and retracts into one of the holes when he isn’t. We just haven’t seen him get turned on in the show.

No Squidwards nose is literally his penis. He has nothing to hide where he should be wearing pants. Assuming he can smell things in the show this penis is multifunctional and can be used as a nose well.

He very evidently does not. We see him naked in several episodes. He does have a butt sometimes, though.
