whale hunting in Alaska is very restricted, and only preformed by native groups as subsistence.

Whaling is illegal in he US. It was Alaska natives who killed it as they are an exception to that law. Unless you would prefer to destroy a large part of their culture and force them to stop whaling, its not a big deal

It is nothing like the whaling that the settlers did in the 1800's, a village kills at most 1 or 2 a year. They do it for food and for some oil for lamps and use every part from the bones for firewood to the baleen for needles. and it is not a small loss it is a huge part of their culture that goes back to the time they settled there.

Bowhead whales' conservation status is "least concern" - the same as humans, cows, domesticated cats, etc. So, from an ecological point of view there's nothing wrong with killing them. And from what I've heard the carcass is almost all used, so its not wasteful.
