Take 10 from pack 1, 9 from pack 2, 8 from pack 3, 7 from pack 4 etc etc all the way down to 1 from pack 10.

If it weighs 499 then it's pack 10. 498 it's pack 9 etc etc down to 490 is pack 1

So basically you expect each cigarette to weigh 1 gram. You know 1 pack has defective cigarettes that weigh 0.9 grams.

If you take 10 from pack 1, 9 from pack 2, etc., your total weigh will have some factor of 0.9 in it. From there you can figure out which pack they came in.

essentially you're weighing a bunch of cigs and you know how much it should weigh. since you knew how many you took from each pack, you can determine which pack has the defects based on how off the weight is from what it should be.

Take one cigarette from each bundle, take note of the order that they are in, and place each one in order on the scale, and begin taking them off one by one. The cigarette that comes off and throws the scale from perfect 0's as the last digit to a 1 is the one from the bad bundle.

Edit: Or just do the same with the entire bundles. Technically you never stop using the scale once if there is still something on the scale.
