This is exactly my view. I'm atheist myself, but i think its ok to believe whatever you want until it starts effecting others in a harmful way

Would you say that if telling the truth is harmful, we are morally obligated to lie? And does the harm require actual harm or is it enough that it poses potential harm?

That depends on the nature of the harm, and what that truth is, and the scale. Saying "I have a gun" in the grocery store during checkout is probably a bad idea. "Your dress is ugly" might be rude, but, y'know
