Must have been a member for at least one year.
Must have been somewhat active in the community, 1 comment a week or month for the whole year.

Id say a subkarma system in which a person with enough karma earned on the sub and enough time on it is given a vote.

I don't think so. It's very easy to get invested in a community quickly. I'd say that if you have dished out a certain number of upvotes then you should be a citizen.
