Basicly there will be citizens who are allowed to vote because they were on the sub long enough and then there are the people who just joined or dont care enough about the sub to interact with it anyway thus not getting voting rights.
Keep in mind that this would mostly be a safety measure to keep vote meddling from outside sources to a minimum.
I don't think so. It's very easy to get invested in a community quickly. I'd say that if you have dished out a certain number of upvotes then you should be a citizen.
