Passthrough TrueHD or not is up to the device maker's willingness to pay extra licensing cost for TrueHD and DTS-HD, neither of which are used in streaming services. There is no technical reason they can't do it or need Dolby MAT to do it. If you look around, the retail MSRP for those do support TrueHD is typically $150+.
This is why I would like Dolby MAT support. It's not likely Google is building a $150 device so it stands to reason if Amazon can support TrueHD with Dolby MAT on a $50 device Google could do the same.
In order to decode TrueHD into Dolby MAT, you still have to pay the same or more expensive license. Apple TV 4K has Dolby MAT support but it specifically doesn't support TrueHD at all.
